Port Security

The International Ship and Port Facility Security Code (ISPS Code) was introduced by the International Maritime Organization to enhance ship and port facility security. International Ship Security Certificates (ISSC) are issued to vessels and port facilities in compliance with ISPS Code requirements.

The ISPS Code is a set of measures to enhance the security of ships and port facilities, which was implemented in response of the perceived threats to ships and port facilities after the 9/11 attacks. The ISPS Code is part of the Safety of Life at Sea Convention (SOLAS) and compliance is mandatory for the 148 Contracting Parties to SOLAS. The ISPS Code was adopted by one of the resolutions that were adopted on 12 December 2002 by the Conference of Contracting Governments to the SOLAS, 1974 (London, 9 to 13 December 2002). Another resolution includes the necessary amendments to chapters V and XI of SOLAS that mandates compliance with the Code on 1 July 2004. The existing chapter XI of SOLAS was amended and re-identified as chapter XI-1. A new chapter XI-2 was implemented based on special measures to enhance maritime security. Port Sultan Qaboos is an ISPS Level -1 certified port. Access to the port facility is restricted to authorized personnel. Multi-layers of security are deployed in the port and it is fully compliant to the specifications mentioned in the relevant conventions. Port (Harbour) Entry Pass

Port Services Corporation (S A O G) is authorized by Royal Oman Police to issue Port Entry Pass for personnel associated with port operations and are required to enter the port premises to complete their business transactions. There are two kinds of entry passes – Temporary & Permanent. Applicants may download the prescribed form from the website (Click Here for the form) and submit the duly filled in application for ‘Port Entry Pass’ along with the necessary documentary proof to the Port Facility Security Officer (PFSO) at the ‘Gate Pass Office’ in the Head Quarter Building. The ‘Port Entry Pass’ is issued after the application is scrutinized and approved by the PFSO. Please note that there are fixed timings for issue of ‘Port Entry Pass’.
